AI Alliance Urges Lawmakers to Rethink the NY RAISE Act

The AI Alliance Association has submitted a letter to New York State legislative leaders expressing strong opposition to the proposed Responsible AI Safety and Education (RAISE) Act (A.6453/S.6953). The letter warns that the bill would unintentionally undermine open source AI innovation in New York by imposing impractical obligations on model developers, introducing significant legal uncertainty, and effectively blocking the release of frontier open source models in the state.

The bill’s vague and overly broad risk and transparency requirements would stifle innovation, harm startups, and diminish New York’s standing as a global AI leader—without meaningfully advancing trustworthy AI. By placing liability on developers for downstream uses they cannot control, and relying on outdated metrics like FLOPs to trigger regulation, the bill risks bottlenecking progress and driving AI talent and investment elsewhere.

As representatives of the open source AI community, the AI Alliance Association reaffirms its commitment to support AI innovation that is effective, safe, and open—and to working collaboratively with lawmakers to find thoughtful, risk-based approaches to governance. The letter emphasizes the importance of preserving New York’s leadership in AI innovation and ensuring that regulation supports, rather than stifles, its dynamic tech ecosystem.
